Broadband Radio Services (BRS) Canada

 

Related to the Broadband Radio Services standards and radio system plan - Innovation, Science and Economic Development Canada (ISED) has published the following:

• Radio Standards Specification RSS-199, Issue 4, Broadband Radio Service (BRS) Equipment Operating in the Band 2500–2690 MHz which sets out the requirements for the certification of equipment used in the broadband radio service (BRS) operating in the frequency band 2500-2690 MHz.
• Standard Radio System Plan SRSP-517, Issue 2, Technical Requirements for Broadband Radio Service in the Band 2500-2690 MHz which sets out the minimum technical requirements for the efficient use of the band 2500-2690 MHz by broadband radio service (BRS).

U.S. Cyber Trust Mark

Today (July 18, 2023) the White House announced a proposed voluntary cybersecurity certification and labeling program and the U.S. Cyber Trust Mark for smart devices. 

The Federal Communications Commission (FCC) intends the use of a QR code linking to a registry of certified devices and giving specific security information about the smart device. Working with other regulators and the U.S. Department of Justice the Commission plans to establish oversight and enforcement safeguards to maintain the trust and confidence in the program.

The National Institute of Standards and Technology (NIST) will immediately undertake efforts to define cybersecurity standards for consumer grade routers, a high-risk type of product. This work is to be completed by the end of 2023.

The U.S. Department of Energy announced a collaborative effort with National Labs and industry partners to research and develop cybersecurity labeling requirements for smart meters and power inverters.

The U.S. Department of State will support the FCC to engage allies and partners toward the harmonization of standards and pursue mutual recognition of similar labeling efforts.

C-V2X - RSS-252 issue 2 consultation - Intelligent Transportation Systems

ISED Canada seeking comments on the consultation of RSS-252 issue 2, Draft 1, May 2023 regarding ‘Intelligent Transportation Systems’ (ITS) On-Board Units (OBUs) in the 5895 – 5925 MHz Band’

The standard sets out requirements for equipment certification of license-exempt Cellular Vehicle-to-Everything (C-V2X) radio equipment within the 5895 to 5925 MHz frequency band.

RSS-252 Issue 2 constitutes a completely re-written standard replacing the entirety of RSS-252 Issue 1. Issue 1 of the standard, deprecated as of April 1, 2023, at which time ISED would no longer accept applications for certification under RSS-252 until a new issue is published, effectively rescinding ITS designation in the 5850 to 5895 MHz band.

Highlights;

• RSS-Gen compliance required
• References 3GPP Specification 21.914, Release 14 (or newer releases containing C-V2X)
• Average e.i.r.p. for C-V2X OBU shall not exceed 2W (33dBm)
• Unwanted emissions -29,-35,-43,-53 dBm/100 kHz @ band edge +1,+10,+20, >20 MHz
  
• Applicable measurement standard is ANSI C63.26  

RSS-252, Issue 2 will be in force as of the date of its publication on Canada's ISED website.
